Background:
A safe and efficient electric transmission and distribution grid is essential for the future development of the Luxembourg economy and a prerequisite to integrate additional renewable energies in order to achieve the Luxembourg and European climate protection goals.
The planning of a sustainable, future-proof electrical infrastructure becomes more and more challenging due to the uncertainties of future economic, social and environmental developments. The transition to a post-carbon society will bring huge changes in the economic/industry, mobility/transport and domestic sectors and have a significant impact on the future grid development,
Higher electrical peak loads and consumptions have been identified due a.o. to the expected increase of the Luxembourgish population, the switch in the mobility and heating from fossil fuels to electricity and an increased demand by new industries.
With the digitalization of the energy grids, smart and innovative applications for energy management applications will change consumption patterns and impact the operation of the distribution grids.
In order to stay in line with the EU-targets concerning a reduction of greenhouse gas emissions, the electrical grids must be adapted consequently to accommodate the production increase of renewable energies, and an increasing utilisation of electric vehicles.
Creos Luxembourg developed and analysed different possible scenarios until 2040 based on the pan-European Scenarios and on different national parameters (RES potential studies, Rifkin strategy report, E-mobility scenarios, DATA-Centres outlooks). The scenarios outline different possible paths towards a low-carbon energy system in line with EU targets and the national development objectives defined by the government.
The results of all our calculations show a massive increase in grid loads up to 2040 and a pressing need for the further development of the transmission grid and the regional reinforcements, despite significant efforts to improve energy efficiency and a more extensive use of renewable energies.
According to article 11 (d) of the modified Energy law of 1st August 2007, Energy companies shall establish a national Ten Year Net Development Plan (NDP) every two years. The NDP should include an estimation of potential evolutions of the electric load and injections to be considered in the network development.
Based on the Scenario Report 2040 Creos will further assess the needed infrastructure development requirements and include the needed projects in the national development plan.
Between 1 March 2018 and 30 March 2018 (inclusive) Creos will run a public consultation on the proposed scenarios and will transmit the consultation documents with the comments received to the Commissioner of Energy.
