Public Consultation on the Scenario Report 2040 for the Creos Luxembourg Electricity Grid
Reliable and resilient electricity transmission and distribution networks are essential to support Luxembourg’s transition toward an energy-efficient and climate-neutral society. To ensure these networks continue to meet future needs, electricity grid operators are required to publish ten-year Network Development Plans (NDPs) for the transmission and distribution grids every two years. These plans outline key infrastructure projects and investments necessary to maintain, strengthen, and expand the grid.
To prepare these plans, operators must first anticipate how electricity consumption and generation will evolve. These projections—called scenarios—must take into account a wide range of factors, including demographic trends, economic development, societal changes, and government energy policies. Like the NDPs, the scenarios are updated every two years and are submitted for public consultation.
The Scenario Report 2040 aims to provide transparent and comprehensible forecasts of electricity consumption and generation peaks on the Creos electricity grids. These forecasts form the foundation for the upcoming Network Development Plans.
Luxembourg’s updated National Energy and Climate Plan (NECP), published in July 2024, sets out a strategy to decarbonize key economic sectors through electrification and to boost renewable electricity generation. This plan serves as the basis for our scenario forecasts through 2040.
To reflect a range of future possibilities, both high and low estimation scenarios are analyzed. These projections cover midday and evening peak loads, with an analysis by region and voltage level—ensuring that the Scenario Report provides a comprehensive picture of potential future developments.
Expected contributions and submission details
Creos Luxembourg welcomes your feedback on the Scenario Report 2040 – Version 2024 and invites all interested stakeholders to participate in this public consultation. Comments and observations on the report may be submitted until 31 July 2025 at 18:00, by email to: consultationSR@creos.net - Subject: Scenario Report 2040.
