Public consultation on the 2040 Scenario Report for gas and hydrogen networks in Luxembourg
Reliable, resilient gas and hydrogen transmission and distribution networks, adapted to future needs, are essential to support Luxembourg’s energy transition. With this in mind, Creos draws up and publishes Ten-Year Network Development Plans (PDRs) every two years, in order to anticipate future needs and plan infrastructure development in a coherent and sustainable manner.
This obligation stems from Article 17 of the amended Act of 1 August 2007 on the organisation of the natural gas market, as well as from the Act of 31 March 2025 on the establishment of hydrogen transmission networks. These plans set out the main infrastructure projects and the investments required to maintain, strengthen and develop the networks.
Prior to drawing up these plans, network operators develop forward-looking scenarios designed to anticipate trends in energy consumption and production. These scenarios take into account a wide range of factors, such as demographic, economic and societal trends, as well as national and European energy policies. Like the Ten-Year Network Development Plans, they are updated every two years and are subject to public consultation.
The Gas & Hydrogen 2040 Scenario Report – 2026 Version presents transparent forecasts of the expected trends in demand for natural gas and hydrogen in Luxembourg. It forms the basis for the forthcoming Ten-Year Network Development Plans. The analyses are based on the updated National Integrated Energy and Climate Plan (PNEC), published in July 2024, which serves as a reference for projections up to 2050.
In order to reflect the various possible trajectories of the energy transition, the report analyses several development scenarios, including high- and low-demand assumptions for gas and hydrogen. This approach enables a broad range of possible developments to be considered and ensures robust infrastructure planning.
