Opening of the market for automatic and manual frequency restoration reserves (aFRR / mFRR) to balancing service providers (BSPs) from Luxembourg

Commencing from January 1st, 2025, BSPs having units in Luxembourg will be given access to the German market for aFRR and mFRR. For this purpose, the two transmission system operators (TSOs) Creos and Amprion have developed a cooperation model. Under this model, Amprion will take the role of connecting TSO and conclude a corresponding framework agreement with the Luxembourgian BSPs.

As Creos and Amprion operate a joint load-frequency-control area with separate scheduling aeras, a pooling of plants within this joint area will not be permitted.
