Opening of the market for frequency containment reserve (FCR) to balancing service providers (BSPs) from Luxembourg
Commencing from June 1st, 2020, BSPs having units in Luxembourg will be given access to the German market for FCR. For this purpose, the two transmission system operators (TSOs) Creos and Amprion have developed a cooperation model. Under this model, Amprion will take the role of connecting TSO and conclude a corresponding framework agreement with the Luxembourgian BSPs.
As Creos and Amprion operate a joint load-frequency-control area, a pooling of plants within this joint area will be permitted. Thus, a pool can include Luxembourgian and German units providing balancing services.
