Creos Luxembourg Hydrogen S.A. designated as national hydrogen network operator

Creos Luxembourg Hydrogen S.A. (Creos Hydrogen) has been officially designated as the national operator of the hydrogen transport network in Luxembourg, effective 1 December 2025. The appointment marks the start of the coordinated development of a sustainable and integrated hydrogen infrastructure at national and European level.

This ministerial authorisation is in line with the law of 31 March 2025 on the establishment of hydrogen transport networks, which defines the legal framework for the development, operation and regulation of such infrastructure, in accordance with European and national climate objectives.

In accordance with this legal basis, the Ministry of the Economy designated Creos Hydrogen as the national hydrogen network operator by decision of 18 November 2025. The tasks of planning, building and operating the future network are specified by this designation, which is carried out under the supervision of the competent authorities.

Creos Hydrogen, a wholly-owned subsidiary of Creos Luxembourg S.A. (Creos), will draw on Creos' expertise in infrastructure for the design and management of critical energy networks, thus providing industrial players with a structured framework for investing in low-carbon solutions. The company will develop and operate a reliable and efficient hydrogen transport infrastructure, integrated with national energy policies and the development of new energy carriers. "The designation of Creos Hydrogen as the national hydrogen network operator recognises Creos' role in the development of essential energy infrastructure. With our integration into the European Hydrogen Backbone, we are helping to create the conditions necessary for the decarbonisation of Luxembourg's industry and the country's energy transition," emphasises Laurence Zenner, CEO of Creos Luxembourg S.A. and managing director of Creos Luxembourg Hydrogen S.A.

Following on from this appointment, Creos Hydrogen is developing the HY4Link project at European level, in cooperation with Fluxys Hydrogen S.A. in Belgium and Natran S.A. in France, to connect the future Luxembourg network to the European Hydrogen Backbone (EHB). In this context, this designation is part of the implementation of the national hydrogen strategy and the integration of Luxembourg into future European infrastructure.

The next steps will include detailed network planning, administrative procedures and consultations with stakeholders. According to Peter Hamacher, Managing Director of Creos Luxembourg Hydrogen S.A., ‘this designation marks a decisive step in the structuring of the future hydrogen network in Luxembourg. We have already begun coordinated work with the authorities and stakeholders to ensure the gradual and coherent development of the infrastructure.’
