Contract for use of the network and connection

By signing the contract for use of the network and connection (Netznutzungsvertrag), the customer will have access to the network managed by Creos Luxembourg S.A. This contract governs the relationship between the customer and the network operator for the transit of the energy consumed by the customer. It also defines the provision of reserve power and the supply of reactive energy.

Signing this contract is a prerequisite for changing supplier.

Supply contract

All customers must now conclude a supply contract (Stromliefervertrag) with the supplier of their choice. This type of contract can be chosen from the following two types:

Integrated supply contract

If an integrated supply contract is concluded between the supplier and the customer, the supplier takes the customer's place with regard to the obligations arising from the use of the network and the connection. The network operator will therefore invoice the supplier directly for network use and the statutory charges, and the supplier becomes dependent on the network operator. Customers will no longer receive invoices from the network operator, but will only receive invoices from the supplier in connection with the integrated supply contract concluded with their supplier.

The non-integrated supply contract

This supply contract only includes the supply of electrical energy by the supplier, with use of the network being regulated by a network use and connection contract to be concluded with the network operator. In this case, the customer will receive an invoice for his electricity consumption from his supplier, as well as an invoice for the use of the network and the connection as well as the related legal taxes from the network operator.

Framework contract

The purpose of the framework contract is to provide access to the network, use of the network and exchange of data for the supply of electrical energy to the customers of the supplier or Balance Responsible Entity. It also defines the rules applied by the network operator for the process of changing supplier.

It is concluded between the distribution system operator and the supplier and/or a Balance Responsible Entity, depending on the role of the applicant.

The conclusion of a framework contract with the grid operator enables supply contracts to be concluded with end customers. However, integrated supply contracts require the conclusion of a usage contract. This contract is compulsory and allows suppliers, or the Balance Responsible Entity, to take the place of the customer with regard to the obligations arising from the use of the network and the connection.

Contractual structure

The supply of a customer by a supplier in the network managed by Creos Luxembourg S.A. implies that contractual relations are established between the various players.

The contractual structure distinguishes between the following parties

  • The customer: any natural or legal person who, for a point of connection to the distribution network managed by Creos Luxembourg S.A., has a supply relationship with an authorised supplier.
  • The connection taker: the natural or legal person who has requested the connection of his installations to the network managed by the network operator.
  • Grid and connection user: the natural or legal person on whose behalf electrical energy is consumed at the connection point.
  • Balance Responsible Entity: the natural or legal person responsible for balancing a set of injections and withdrawals in a control area.
  • The supplier: any natural or legal person who carries out supply; supply does not include the purchase and sale of electrical energy by network operators for the purposes of balancing and compensating for network losses.
  • Balance coordinator: the legal entity that manages the balance perimeter system and whose task is to record the injections and withdrawals made by network users and to determine the quantities of balancing energy.
  • Distribution System Operator: the natural or legal person responsible for operating, maintaining and, if necessary, developing the distribution system in a given area and, where applicable, its interconnections with other systems, and for guaranteeing the long-term ability of the system to meet reasonable demand for electricity distribution, i.e. Creos Luxembourg S.A.

It is understood that "Customer" and "Connection User" are identical. However, the Connection Taker is not necessarily identical to the Connection User.
